The buyer reported that it arrived damaged and almost immediately Mercari refunded all their money and aren't requiring them to return the 2 undamaged items. I messaged them and they just keep saying that since the one item was too damaged to return that they're sticking with their judgement.

That's when you file a claim with the shipping party. They reimburse you for the item cost and the shipping. It isn't Mercari's fault nor the seller's fault if something happens during the shipping process. It's the courier's fault. They have claim damage & their own insurance for a reason, which is included in the shipping cost.
